Hi Thomas,

Since you're unable to go into Safemode, we suggest using a different PC to download and to create the Media Creation Tool. Use the media to boot into Windows Recovery Environment then proceed to the steps listed below to fix the issue:

1. Press Windows + R key once you boot into the desktop.
2. Type the command netplwiz to open User Account settings.
3. Select the account where the Yes option in User Account Control is missing.
4. Click on Properties > Group Membership.
5. Click on the Administrator radio button.
6. Select Apply, and click on OK.
7. Reboot the PC for the changes to take effect.

Note: Refer to the section Using the tool to upgrade this PC to Windows 10 in the above article for creating the tool.

First Of All I want to mention that i can;t understad english so well,,, so please help me in simple words,,, big thanks in advance..

Currently i'm using windows 10. yesterday when i was installing autocad.. a window pops up,,,, do you want make changes to,,,,,i did some thing with account setting,,thenn.... when i try to open any app that was installed by me 1 week ago..which were working properly ,,now these apps are asking for adminstrator username and password.. and only 1 option comes on it,, that option is no,,, i can;t do anything,,, even when i try to uninstall these apps ,,, there again it's askin for username and password.... i can't uninstall these apps to reinstall,,,help me please,,,

To create a bootable ISO which you can use to repair your device, you can use another computer such as your friend's computer or a public computer in a library. You can use this link to download the Media Creation Tool. The link contains steps on how to create the bootable media.
